A culture that encourages to arm themselves and actively encourage people to use guns results in guns getting into the hands of madman.
The second admendment states
A well-regulated Militia beingnecessary to the security
of a free State,
the right of the people to keep &
bear Arms shall not be infringed
This seems to be misinterpreted as the right for anyone to buy, use and hold guns. Although there has been some attempt to regulate the sale of guns - in reality at places like gun fairs - it is possible for anyone to buy unregulated and unlicensed guns.
The real interpretation of this is that guns should be held within a well organised mutual defence force. A good example of this is Switzerland where virtually every able bodied male has a gun at home as part of his national service. This requres attendance at regular military sessions. As a result deaths from guns in Switzerland are very rare.
The fundamentalist campaigns of such organisations as the NRA encourage an agressive anti-governmental and therefore anti-social, immature and irresponsible attitudes to guns. The well reported deaths in the suburbs around Washington, and the less reported deaths in poorer areas, are a result of this irresponsible culture.
